PAWS is the Philippines' leading animal protection group, known for its pioneering comprehensive programs in sheltering and adoptions, prosecuting animal cruelty, offering low-cost to free spay-neuter programs, responding to animals in disasters and conducting animal-assisted therapy. The organization was the primary lobbyist for the passage of the Philippines' first anti-cruelty law and is known for its 95% success rate in prosecuting animal offenders. PAWS' approach to promoting animal welfare is to go for long-term, sustainable solutions to pet homelessness and to create systems that improve farmed animal welfare and protect wildlife. The organization takes a firm stand on matters relating to animal welfare and continues to lobby for better laws to ensure the humane treatment of all animals. PAWS remains the only active animal welfare organization which is an Institutional Member of the Committee on Animal Welfare (CAW) by virtue of RA 8485 or The Animal Welfare Act, as amended by RA 10631, which develops implementing rules for the humane treatment of all animals.
